Winchester Rural School is a state, co-educational primary school for Years 1 to 6 at Rise Road, Winchester. It opened in 2005 and had 118 students on its roll at 1 October 2026.
Its home zone includes all of Milford, and parts of Temuka; the zone map below shows the full boundary. Reading, writing and maths are taught as core subjects, the other learning areas come through inquiry-based class projects, and the school uses a structured literacy approach to reading.
The school has its own heated swimming pool, runs two bus routes (the Orari area and a country run out to Rangitata and Clandeboye) for children in its transport entitlement zone, and offers camps for senior classes and transition visits for four-year-olds before they start.

What ERO found
The Education Review Office’s latest report on the school is a School Evaluation Report from August 2024. ERO found that most students were working at the level expected for them in reading, writing and maths, and that Māori learners were making progress at much the same rate as their classmates, with their results improving over time. It noted that bringing in structured literacy and strengthening classroom teaching had made the biggest difference since the previous review.
Students felt connected to their teachers and peers, most attended regularly, and the school followed up absences closely. ERO also described leadership as collaborative, with planning increasingly based on evidence and on feedback from students and whānau.
The agreed next steps are to keep lifting achievement in literacy and maths, with particular work on building teachers’ skill in teaching maths and using assessment tools consistently to track progress. The school will closely monitor students who are not yet at the expected level so they can catch up.
ERO and the school also agreed on building staff understanding of te ao Māori, tikanga and te reo Māori and strengthening ties with mana whenua. The school has also identified the need to keep broadening its wider curriculum.

Enrolling
Children who live in the home zone have the right to enrol. Out-of-zone places are offered under the school’s enrolment scheme, by ballot when there are more applicants than places. The school’s zone page sets out the zone boundary, and its enrolment page explains how to apply.
Enrolment is through an online form linked from the school’s enrolment page, and the school asks families to email supporting documents such as a birth certificate and immunisation record. Families of four-year-olds can fill in a pre-enrolment form so their child can join the school’s transition visits before starting.
